"Give a person a fish and s/he will get hungry again. Teach a person to fish and s/he will never go hungry." (or something like that)
In principal, this is correct. But the general often breaks down in the specific.
1. Some people need to learn to give away some of their fish to people that do not have fish for the primary reason of developing a generous and compassionate heart.
2. Giving away fish is easier and more sexy than teaching someone to fish.
3. Relatively few people are giving away some of their fish to those without fish, even fewer are teaching people to fish (why? in part, see Observation 1)
4. Some people will never be able to learn to fish.
5. Some people are too hungry to fish, but can learn once their belly is full.
6. The church is not meeting the needs in the community; therefore, the government needs to step in.

as per your observations...it's a bit different out West. We wrestle with the tipping point between giving and teaching.
We know we need both. What's the tipping point? Maybe we shouldn't worry about the tipping point, and just give fish anyway.
