They are not all goats.
Just because the goats mingle with the sheep does not mean that the whole herd consists of goats.
In America, we are all about "rugged individualism and personal responsibility." From this viewpoint, giving things to people undermines motivation and promotes an attitude of entitlement.

Does this attitude or stereotype sell the poor short? Does it paint them all with the same brush? Does the general break down in the specific? We are not talking politics here.
Yes, the goats do mingle with the sheep; and it is not always possible to tell the difference.
What is worse, giving food to a goat or not giving food to a sheep?
My observation: they are not all goats. Generousity is a virtue.
